Hello
I have a problem with power consumption in my S '94. Current consumption is at ~200mA. I discovered that the windows are always powered and I can lift it without key ignition. I found that the relay number 3 in CEM is activated after the ignition is switched on , but does not turn off after the ignition is switched off and windows are still powered.
I swapped another CEM and I disconnected harness the doors and window buttons but the problem is still.

I might not be understanding your problem properly - you say windows are "always powered".

After you switch off the engine and remove the key, they do stay powered for a certain period of time or until a door is opened - are you sure that is not what you are finding with the windows?

I switch off the engine and remove the key next close and lock the doors but windows are still powered. After night at the morning when I want to go windows are still powered without switch ignition on and the battery is completely discharge.

Regardless the ignition switch position, power should not be present on the console switches. It is triggered by the switches themselves on A8 and A10 of the CEM or by the door lock switches which connects ground to the connectors A18 (drivers door) and A37 (pass. door) of the CEM when you close the windows from outside.
So may be one of the console switches is malfunctioning or a door lock switch connection is permanently grounded. The latter will cause a current through both the motors and therefore is less likely. The symptom indeed will be a relay constantly being activated in the CEM, but this can not be responsible for all of the 200 mA, which, by the way, should not drain a healthy battery overnight.
As your car is from '94 I presume we are talking CEMIII.
