allows the headlamps to compensate for loads in the rears by lowering the aim.

It was fitted for German cars only, it is a thick fluid which pushes the lamps into position. As it was clearly an afterthought (or rather an "oh shit" moment because it is a unique requirement for Germany), it wasn't well thought-out and will eventually break.
German forums have a solution, I think it was a Mk3 Ford Fiesta electric headlamp adjuster which fitted. But as was already said, the system is completely unknown outside Germany!

Edit: Found a complete kit online! https://lwr-shop.de/umbaukits/volvo-480-lwr/

Ok so its a hydraulic system as opposed to an electric system that we have, did it need to be more complicated?

Hi Guys,

just bought the electrical kit, its is tricky enough to make it fit. Unfortunately headlamp leveling is required by German regulations, this is one of the reasons my car has not seen a road for years. You won't get the MOT or TÜV without this shit.

I gave up to fix this this rotten plastic, it won't work.

Thanks for your replies.
