From the Europe site:
Fuel driven water heater - heats engine and compartment via the engine cooling system.
Efficient heat distribution through the standard heating system.
Heats the compartment directly after start.
Stated effect: 4700 W.
Power consumption: 27 W + car heater 60 - 70 W.
Fuel consumption: 0.65 l/h.
TUV approval.
Can be used as an additional heater when driving.

So its for use in really cold spots in Northern Europe, an option on most Volvos i see,
