soggy brake pedal?

my volvo 480 es has a soggy brake pedal, although the brakes stop you brilliantly the pedal feels like a sack of shit,
I have bled the brakes changed fluid, there is no servo leak or leaking fluid all disc's and pads are fine.
could it be the master cylinder? any suggestions?
