1988 Volvo 480 ES - what is the pipe that goes under the bonnet insulation?

while viewing my car yesterday, I was puzzled by a lead that seemed to run in between the bonnet and the foam insulation
does anyone know what it is and what it does?
any help will be greatly appreciated

It will be to the wiring for you bonnet light, which is likely missing, and also electrical grounding for the bonnet insulation.

not convinced that the 'shielding' is really required? the SS1 is all GRP and seems OK
