where is the problem.
can not include heating without air conditioning is working??

Do you mean that the blower is only working on the airco max setting?
In that case you have to solder the VEM contacts.
You can find a howto here. First click on "electrical system" and then on "ventilation system sometimes doesn't work"

No its not normal. lots of things are not normal.
