Turbo 1994 - Overboosting

Hi,
My turbo overboosting until when ECU cutoff iginiton. I see in turbo gauge When come to the end of red area.
What i do aleready and does'nt help:
- Change choses in turbo control valve
- Measure impedance of valve -> 30 OHMS
What i can do more?
