This is a failed transistor in the fuel ECU. Or the wire to the ECU from the injectors is earthed somehow.
The injectors will stay open all the time and flood the engine with fuel. The transistor can be changed.
The actual transistor in the ECU is a darlington pair, with an HFE of 1500 and current capacity of 5A. There are several modern types that could be fitted most have a current capacity of 10-15A.
