Additionally, I have no idea what the output from a healthy speed sensor would look like so I don't have a 'control' to compare it to, so will have to rely on my ability to judge ...

I carried on my investigations this morning - first thing was to check the sensor connector in the engine bay. The whole car has been off the road for a while (coolant leak, now fixed with a new pump) and I've been daily driving it this week to bring any niggles to the surface, which turned out to be the near-side pop-up not working and the info centre being completely dead. I can't confirm with absolute certainty, but I'd wager that if anyone here has a '95 car with no clips along the bottom then it had them when it was new but they've fallen off in the meantime, probably when the door card was removed in the past.

That description also sounds like symptoms of a position switch not working (the switch at the bottom of the rotation being jammed, thus interrupting the power lines), and would go some way to explaining why it will go down and not up.
