It does sound like ya solonoid is broken Dan. I'd take the pipe off the cold snail of the turbo and check the shaft is spinning freely. I'd also check the wastegate is operating smoothly by hand. A little into the yellow is where the turbo runs if you shortcircuit the solenoid altogether, so it seems likely the solenoid it not doing anything - ...
