On my car that blank under the glovebox has a removeable shroud which reveals some extra fuses as far as I can see and is handy for looking down when replacing the CEM, other than that, it doesn't really serve a purpose
I reckon fuel economy is much better than that, indeed these cars are very frugal I would say. My 1.7 B18E has regularly clocked a consistent 40MPG, it is all about technique and the Info Centre really helps with it, it isn't totally accurate but it is good.
