It's sorted now.
I have no idea what the issue was, neither have the garage. They don't know what they did that got it to work again.
I think it's likely to have been a corroded connection which when moved has made the connection again.

I think 82 to 85 is normal range, at least for a 1.7.

Have you cleaned the throttle body?

I did try a booster pack but had no luck.
I didn't realise that pump only runs when cranking. That's probably why I couldn't hear it!

Yes It can be bypassed. Depends on which relay it is as to how you bypass it. You'd be looking to place a jumper cable between the terminals for the switched contacts.
