You mean the bars from the fuel tank? If yes it's supposed to be like that. If only the last two bars remain it means your on reserve, this also lights up the red warning light from range on the display.

I think an injector is leaking after the long lay up.To run on it needs fuel, with contact off there shouldn't be any fuel to ignite.
