Really depends on how bad the rust is and how much its going to cost. I'd recommend getting that evaluated first. Everything else can be sorted.

Yep, they’re standard. They are anti-vibration pads to stop the nose cone chafing the bumper. I think there should be some more by the indicators. I'm not sure aluminium is a good idea - I suspect Volvo intended them as a sacrificial part to protect the pop up motors in the event of a gas strut jamming. As the motors are now hens teeth, I'd stick to plastic.

A word of warning - make sure the screws you use aren't long enough to clamp the rear seat belts to the inside of the body, otherwise you'll fail the next mot !
