Windscreen wiper blade arms

At higher speeds (60-70mph), my windscreen wipers and arms begin to judder and make noise... This is whilest not using them. They still clean the screen well.

Does this mean I need new wiper blade arms?

What is the law and what are the rules about changing the speedometer/rev/computer consule on your car for another (secondhand) one?

The mileage will change ofcourse... is this illegal? And if not, can one change the mileage again or is it better to leave it be?

Aha! The situation is as followed: after starting the car, the speedo works for about 10-15 minutes, 7-10 miles. Then it drops again. The good news is: pressing the dashboard will then pop-up the speedo dial again!! This works for a few times, I reckon until the connection is worked even more loose....

I had a look this weekend, took it all apart, looked everywhere for loose connections. The plugs on the back of the centre were very hard to get loose and I made sure they were tight back in again! The result was that the speedometer worked for a whole 5 minutes and the lights behind the infocenter ...
