I would assume, since Volvo specifies 1%, that 1% is admissible at the MOT. If you know anyone with a CO meter, you could take a few resistors (say one of each 390, 680, 1500,3300 Ohms) with you to the test, connect each of the resistors in turn and establish CO percentage. The voltmeter will work properly but the oil pressure gauge requires a sensor to be installed and connected.
