Well I figured it out - I was able to use a set of pliers to force out the retaining 'grommet' after I checked out the assembly in the parts book

One of my lights was pointing up, so glaring oncoming traffic. On examination I noticed that the 'bolt' thing at the end of the mounting rods is missing.
